Pandora's FAQ on its licensing.... :(
Pandora had a FAQ on why you can’t just type in a song title and expect to hear it, but they’ve sorta hidden their answer (or just forgot that their answer is buried in their old blog). Here is their answer (since http://blog.pandora.com/faq/contents/25.html redirects to their new help section which doesn’t seem to address this question):
